No, and it is worth being precise about why the question is usually asked and how the answer usually gets distorted.

None of that describes a fraud. A fraud does not build a decades-long checkable record, because the record is the thing that catches them.
Be careful with "scam" pages generally, including this one. The pattern is: rank for "[name] scam", answer "no, but here is something better", and link to a product paying a higher commission. The question in the title exists to capture the search, not because there was ever a finding. Judge any such page by whether it names specific evidence or just vibes toward an alternative.
What people usually mean when they search this
Rarely "will he take my money and vanish". Usually one of these three:
